      1、Definition
      Buyer protection service(hereinafter referred to as “the Service”) is a protection service for buyer provided by the supplier, and the implementation of it is oversaw by 82ec.com. Each service provided supplier should pay a deposit of¥2800 and agree with Buyer Protection Service Agreement(hereinafter referred to as “this Agreement”). Each buyer can sue to 82ec.com for compensation if the supplier breaks the contract or is dishonest during the transaction. Of course, both two sides can provide related evidence to 82ec.com. According the contract and the evidence, 82ec.com will make a judgment for the complaint. If 82ec.com agrees with the buyer, 82ec.com will use the deposit to pay for it in advance (hereinafter referred to as “the Advance Payment”)in order to protect buyer’s interests.
       
      2、Join conditions
      Only meet all of following conditions, can a supplier provide the Service:
      i) is a supplier(common supplier ,a cooperated supplier) that had past company certification;
      ii) agrees to and signs buyer protection service agreement;
      iii) pays a deposit of¥2800;

      3、Exit
      3.1 Initiative to withdraw
      The supplier can exit the Service if you want.
      3.2 Automatically withdraw
      It is amended to be automatically withdraw of the Service if the deposit is less than ¥2800 and it is not fulfilled in 15 days. Of course the supplier can rejoin it. The supplier still need to take responsibility for transactions before exit.

      4、Deposit rules
      4.1 Initial deposit
      When the supplier want to provide the Service, he must pay a deposit of¥2800.
      4.2 Fulfilled the deposit
      If the deposit less than ¥2800, the supplier should fulfilled the deposit in fifteen days.
      4.3 Give back the difference
      If the Advance Payment is more than the deposit in the supplier’s account, 82ec.com will use his own money to pay for the difference between buyer’s requirement and the supplier’s remaining deposit(hereinafter referred to “the Difference”). But the supplier must give back the Difference in fifteen days.
      4.4 Freeze the deposit
      82ec.com will freeze the deposit in the supplier’s account and the supplier can not use it but pay for the buyer’s losses.
      4.5 Unfreeze the deposit
      Only meet all of following conditions when the Service stops, can a supplier take out the frozen deposit:
      i) there is no uncompleted transaction;
      ii) there is no uncompleted complaints;
      iii) there is no transaction in complaints’ deadline(30 days after confirmation of receipt).
      4.6 Take out the deposit
      i) When the supplier stops the Service, 82ec.com will return the remaining deposit to the supplier’s account if meets 4.5.
      ii) If the supplier pays a deposit more than ¥2800, the unfrozen part of the deposit can be freely toke out.
      iii) 82ec.com will return the deposit to the supplier’s account in five working days.

      5、Rights protection
      5.1 Rights protection process

      5.2 Rights protection rules
      5.2.1 Deadline
      The deadline of complaints is 30 days after confirmation of receipt.
      5.2.2 Conditions of applying for intervention
      i) the item was in Buyer protection service;
      ii) not make receipt confirmation yet and the supplier refuses the buyer’s refund in five days;
      iii) fail to deal with the supplier and sue to 82ec.com before the deadline of complaints.
      5.2.3 Time of intervention
      82ec.com will decide whether to accept the application in 5 five days after receiving.
      5.2.4 Judgment
      1. 82ec.com will come out a solution in seven working days on the basis of agreements and evidence provided by both sides. Then 82ec.com will send the result of the complaint(hereinafter referred to as “the Result”). Both two sides can look over it through “ my account-complaints”. At the same time, 82ec.com will come out the punishment(including but not limited to public announcement ) and perform it.
      2. Both two side should be in the light of “who advocate, who is the burden of proof”. Otherwise it is considered to be lazy. However 82ec.com have the right to allocate both sides’ burden of proof considering convenience and other factors. Both two sides are obliged to provide evidence as 82ec.com’s requirement.
      3. 82ec.com can make a judgment(in a non-professional perspective way)on the basis of the evidence provided by both sides.
      5.2.5 Receipt
      82ec.com will send online notice (station letter or e-mail) of the Result to both sides. All of the notices(including but not limited to the Result) deem to be served since the sending day.
      5.2.6 Come into force and implementation
      The Result shall be effective immediately upon sending. If there is any payment in the Result, should it be settled in forty-eight hours. And if not, 82ec.com will use the deposit to pay for it in advance.
      In other to receive the payment in time, the buyer should provide the collection account to 82ce.com.
      5.3 Rules of reparation
      5.3.1 Conditions of reparation application
      Only meet all of following conditions, can a buyer apply for reparation
      i) the supplier provides Buyer protection service;
      ii) a transaction is in progress or a complete transaction is in complaints’ deadline(30 days after confirmation of receipt).
      iii) any of following cases:
      a) delivery date disagree with contracts and agreements;
      b) matters in number or in quality.
      5.3.2 Judgment of application
      i) if it is determined to be buyer’s responsibility, the supplier will not pay for it.
      ii) if it is determined to be supplier’s responsibility, the supplier should pay for the buyer’s directly losses.
      iii) if it is determined to be both sides’ responsibility, the supplier will not pay for it.
      5.3.3 Implementation of the Result
      If it is determined to be supplier’s responsibility, should it be settled in forty-eight hours. And if not, 82ec.com will use the deposit to pay for it in advance.

      6.Supplier punishment rules
      If the Advance Payment more than the deposit in the supplier’s account, 82ec.com will use his money to pay for the Difference. But the supplier must give back the Difference in fifteen days. 82ec.com will notice the supplier on the first day of the
      fifteen days. At the same time, the supplier’s Buyer Protection Service will be stopped until the supplier give back the Difference. Fifteen days later and the Difference remains, 82ec.com will temporarily stop the supplier’s shop and services(including but not limited to value-added service like promotion, booths, etc). Until the supplier give back the Difference, can these be started. 82ec.com further reserves the Right of Recourse.
